What is the LCAP?

 

The Local Control and Accountability Plan or LCAP is a critical part of California's new Local Control Funding Formula (LCFF). It is a three-year, district-level plan that is updated annually. The plan describes the school district's key goals for students as well as the specific actions (with expenditures) the district will take to achieve the goals and the means (metrics) used to measure progress.

The LCAP addresses the needs of all students, including specific student groups, and all districts must specifically address English learners, foster youth, and low-income students. In addition, the LCAP must address the state of California's eight priority areas that include student academic achievement, school climate, student access to a broad curriculum, and parent engagement. School districts may identify their own local priorities and San Diego Unified includes its 12 quality school indicators that are part of Vision 2020. ESSER III

Under the American Rescue Plan (ARP) Act, school districts were allocated supplementary relief funds known as 'ESSER III.' San Diego Unified allocated these funds towards addressing various needs of students, encompassing academic, social, emotional, and mental health concerns, alongside mitigating any pre-existing opportunity disparities that were exacerbated by the COVID-19 pandemic. Learning Recovery Emergency Block Grant (LREBG)

The Learning Recovery Emergency Block Grant (LREBG) was established in response to the emergency caused by the COVID-19 pandemic to assist schools serving pupils in the long-term recovery from the COVID-19 pandemic, including addressing pupil learning, mental health, and overall well-being. The LREBG allocates $6,800,050,000 to local educational agencies (LEAs),including county offices of education, school districts, and charter schools beginning Fiscal Year (FY) 2022–23 through 2027–28.
